			<content:encoded><![CDATA[<p> Many universities that engage in community development issues do so with a heavy emphasis on research. As a result, faculty and staff at DePaul, a teaching university in Chicago, view their work with the West Humboldt Park community as a test case. Focusing on teaching, faculty have engaged their students in a host of service-learning projects that help residents build the skills for community development. Examples include a legal clinic through which students have helped residents reclaim abandoned properties and push drug dealers out of their neighborhood, and business class projects in which students offer recommendations for economic development in the business district. </p>

			<content:encoded><![CDATA[<p>Migrant farmworkers often know little about their rights in the United States, making it difficult for them to know how to press for change. Ken Barger, a professor of anthropology at Indiana University-Purdue University, Indianapolis (IUPUI), has worked on his own and with students to empower this population by helping the Farm Labor Organizing Committee, an AFL-CIO labor union that represents Mexican farmworkers in America, to build a Farm Labor Education Center. The goal of the center is to provide farmworkers with the skills and information they need to engage in self-determination and seek socioeconomic reforms. Dr. Barber has provided his services as a facilitator and coordinator, working with farmworkers to design the center. </p>

			<content:encoded><![CDATA[<p> Immigrants and refugees new to the United States often face difficulty understanding their rights and potential as active community members. The University of Massachusetts in Lowell has sought to remedy this knowledge deficit by offering the Circle Refugee and Immigrant Leadership Project. The program brings together community members from immigrant communities to meet once a week over a three- to four-month period. In this time, they work on several economic development projects to strengthen the community while receiving education on their rights and responsibilities in a new nation. </p>

			<content:encoded><![CDATA[<p> Fitchburg State College has taken the community lead on issues of race, diversity, and hate crime during the past calendar year. In spring 1999, we sponsored a Hate Crime Panel featuring former Nazi Skinhead, Frank Meeink. Other members of the panel included members of the Governor s Council on Hate Crime, representatives of the city and campus police forces and the campus counseling services. Over 300 participants from the college and community attended.</p>
<p> We followed that panel with a day devoted to racism and diversity on October 4, 1999. Featured speakers were Dr. Bertice Berry (Fox TV), Robert Lewis Jr. (City Year in Boston), community leaders, faculty, and students. A discussion of feelings, questions, and solutions followed. This panel preceded the beginning of a Study Circles Program in the city.</p>
<p> This March, various departments and offices sponsored the speaking engagement of Judy Shepard, mother of slain gay student Mathew Shepard. An overflow audience of town and college individuals attended.</p>
<p> In summation the campus has developed a promising practice that has gone beyond the boundaries of the college, into the community to make the issue of hate crime and intolerance one that can be openly discussed. <em>The Boston Globe </em>has agreed to assist us in locating more speakers for future programs.

			<content:encoded><![CDATA[<p>Twice a year, students at Bentley College coordinate a day-long program that offers immigrants with green cards a fast and easy way to work through the citizenship application process. Students with a business background receive training from Immigration and Naturalization Services to run the program, collecting the necessary photographs and fingerprints, and helping immigrants properly file all necessary legal forms in order to expedite the application process. When the program was offered in April of 1998, students provided assistance to more than 140 immigrants from 32 countries. </p>

With permission granted by the centers&#8217; patients these students created a photography exhibit that traveled to many other public schools in Maine. Study stimulated outreach. Outreach brought intergenerational relationships, with in turn created more study and further outreach.

			<content:encoded><![CDATA[<p> The Peace and Justice Committee, a student group at St. Joseph s College which advocates for ethical and benign treatment of people, meets weekly to discuss the latest news in human rights issues across the globe and take action in response. In the past, students have discussed such topics as welfare reform, voting issues, educational reform, world hunger and homelessness. To address the issues on a national level, they write letters to government officials emphasizing the human rights involved in such issues and requesting equity for all people. To address the issues on the local level, they hold campus-wide events and workshops that raise student awareness regarding human rights. In the past, they have held AIDS education workshops; established GreenWeek, a series of environmental events and lectures on campus; and sponsored the local Take Back the Night vigil, a midnight walk to protest violence against women. </p>

			<content:encoded><![CDATA[<p>UVM has begun to view student advocacy for social and environmental causes as a natural avenue for cultivating a deeper sense of civic and social responsibility and a skill in constructive advocacy that complements institutional values and supports our mission which includes preparing our students to lead creative, productive and responsible lives.</p>
<p> <strong>Social Advocacy</strong><br />Students at UVM have formed the UVM Coalition for Responsible Investment to promote social advocacy for human rights and to provide a vehicle for students to make their concerns known to the campus community and to the administration. Recently, the Coalition took up the issue of sweatshop labor and did research on the development of an appropriate code of conduct for apparel manufacturers that are licensed by the university to utilize UVM trademarks. In April they launched a campaign to make UVM &#8220;&#8221;sweatshop free.&#8221;" In doing this, they first followed a fairly traditional course of holding a press conference on the steps of the administration building and circulating petitions calling for the administration to adopt a strict code of conduct and establish its own monitoring process for ensuring compliance among its licensees. In their initial communication they presented their work as a long-term campaign that would require &#8220;&#8221;long term commitments, discipline and focus.&#8221;" They expressed the hope that protests, demonstrations and sit-ins would not be necessary to get the attention of the administration and to promote their cause.</p>
<p> Choosing to use this naturally developing interest as a means to promote a more comprehensive approach to advocacy, members of the student affairs staff met with the leadership of the Coalition to discuss the practical and ethical dilemmas posed by the issue of &#8220;&#8221;sweatshop labor.&#8221;" The staff also worked with the Student Government Association to open up opportunities for a broader discussion of the issues as well as an exploration of ethically sound strategies that would be appropriate for an institution like UVM with its values of respect, integrity, innovation, openness, justice and responsibility.</p>
<p> UVM s involvement with licensing agreements is somewhat different from those of the larger and more nationally prominent members of the newly-formed Fair Labor Association and the recently established coalition working with PriceWaterhouseCoopers to design a monitoring system that would be more clearly independent of influence by apparel manufacturers. UVM enters into contracts with over 150 firms, including many small Vermont-based firms, to produce a range of items with UVM trademarks and logos. The total revenue from these licenses is approximately $50,000. At this scale, the package originally advocated by the Coalition&#8212;which called for a very strict code of conduct including the requirement that manufacturers pay a &#8220;&#8221;living wage&#8221;" and for UVM to establish and operate its own compliance reviews&#8212;was clearly not feasible. After much discussion, the students amended their request of the administration to propose that an advisory task force of students faculty and staff be formed to discuss how the university could best address labor and human rights issues and to gather evidence needed to make a rational and well-thought-out decision. This group has now been formed and has begun to explore our options.</p>
<p> The lessons to be learned from this experience as well as the environmental advocacy of CEL is that it is possible to leverage the genuine interest and concern of students about issues of human rights or the environment or other social issues to create an opportunity to introduce new approaches to constructive and effective action within our current organizations and public systems. Drawing on the concepts of problem-based learning and experiential learning, a meaningful engagement with student concerns can create a wonderful avenue for promoting civic responsibility and for involving students in constructive institutional change.
