EXECUTIVE DIRECTOR, CENTER FOR COMMUNITY PARTNERSHIPS

Reporting Relationship: University Provost

Position Summary:

The University of Wisconsin-Parkside is seeking a person with creative energy and vision to lead the Center for Community Partnerships which is responsible for coordinating the university’s community engagement and continuing education. A dedicated steward of place, the University of Wisconsin-Parkside has received the Community Engagement classification by the Carnegie Foundation for its curricular engagement and community outreach.
Institution Description:
UW-Parkside is committed to academic excellence, student success, community engagement, and diversity and inclusiveness. UW-Parkside currently enrolls 5,300 students, many of whom are first-generation and nontraditional. UW-Parkside is the most ethnically diverse campus in the University of Wisconsin System with more than 20% students of color and 19% faculty and instructional staff of color. UW-Parkside benefits from the cultural diversity of the communities it serves in southeast Wisconsin. Located in northern Kenosha County in the Chicago-Milwaukee urban corridor, much of the university’s 700-acre campus has been preserved in its natural wooded and prairie state.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership and Program Oversight
1. Provides leadership for current and ongoing strategic planning process
2. Communicates a vision and mission in support of the University’s commitment to community programming and partnerships that not only serves the community but also foster and enhance academic learning and research.
3. Oversees the development and enhancement of revenue-generating programs that meet the needs of the communities and constituencies served, including both non-credit and for credit academic programs.
4. Provides leadership in directing and administering the Center’s efforts to identify and establish programs and activities that promote faculty development in community-based scholarship. Connects the intellectual resources of the University with the needs and priorities of the communities served by UW-Parkside.
5. Oversees the ongoing review and evaluation of the programs and activities for effectiveness in meeting the goals and objectives of the Center.
6. Demonstrates leadership qualities to empower staff members who work in partnership with UW-Parkside faculty, educational institutions, government agencies, nonprofit organizations and the private sector.
7. Develops and maintains internal and external resources to support innovative, mission-based programs that connect the resources of the University with the needs and priorities of the communities served by the University.
8. Provides oversight of a variety of affiliated programs and other community partnerships operating within the Center.
9. In addition to guiding core functions, provides leadership and acts as a catalyst in University supported engagement initiatives such as but not limited to the UW-Parkside community based environmental centers, Mentor Kenosha/Racine, Workforce Development Center, and diversity programs.
10. Provides assistance to the Provost and Vice Chancellor for Academic Affairs on special projects.
11. Establishes and maintains effective working relationships with employees, academic departments, administrative offices, the University of Wisconsin System representatives including UW-Extension Dean of Continuing Education, Outreach and E-Learning, public officials, private and independent organizations and vendors.
Operations Administration
1. Develops the CCP annual budget and reviews and monitors the budget throughout the fiscal year to ensure appropriate expenditure of funds.
2. Prepares detailed, comprehensive written and oral reports; and makes recommendations to the administration, faculty, staff, students, governance groups, and appropriate funding partners.
3. Oversees the supervision of Center personnel; encourages and coordinates the professional development of all Center staff members.
4. Selects, assigns, supervises and evaluates staff, and handles personnel concerns.

ESSENTIAL KNOWLEDGE AND ABILITIES
• Thorough understanding of the complexities of developing and maintaining academic and community relations and partnerships.
• Ability to develop educational programs using cost recovery models.
• Ability to deal with the complexities of federal, state and local laws, codes, regulations and standards relating to grants, contracts and donations.
• Comprehensive knowledge of administrative, managerial and supervisory principles and practices including budgeting, planning, program evaluation and employee supervision.
• Comprehensive knowledge of program development and strategic planning processes.
• Considerable knowledge of team building techniques and consensus management.
• Ability to develop, plan, implement, integrate, direct and evaluate programs and community partnerships.
• Ability to cultivate corporate sponsorships and develop models for generating revenue.
• Ability to create an interactive model of exchange across intersecting resources between University and community.
• Ability to research, interpret and critically analyze detailed information and make appropriate recommendations.
• Ability to coordinate, supervise and evaluate the activities of staff in a complex organizational environment.
• Ability to develop and administer governmental policies, procedures, budgets and strategic plans within higher education.
• Ability to plan, organize and effectively present ideas, concepts and recommendations, both orally and in writing.
• Ability to adapt to changing needs in the internal, external and community environments.
• Knowledge of the for-profit and not-for-profit sectors.
• Ability to think strategically about how to leverage assets to create mutually beneficial relationships and partnerships.
• Ability to establish and maintain effective working relationships, including evidence of cultural competency.
• Proficiency with modern technological tools including Microsoft Office.

QUALIFICATIONS
EDUCATION, EXPERIENCE, TRAINING AND/OR CERTIFICATIONS
REQUIRED
• A Master’s degree.
• A minimum of five years of professional work experience in project, budget and personnel management.
• Experience in obtaining and leveraging funding from public and private sources.
• Experience in cultivating corporate sponsorships and developing models for generating revenue.
• Experience with administrative, managerial and supervisory principles and practices including budgeting, planning, program evaluation and employee supervision.
• Experience with program development and strategic planning processes.
• Experience with team building techniques and consensus management.
• Experience in researching, interpreting and critically analyzing detailed information and making appropriate recommendations.
• Experience coordinating, supervising and evaluating the activities of staff in a complex organizational environment.
• Experience with planning, organizing and effectively presenting ideas, concepts and recommendations, both orally and in writing.
• Experience in establishing and maintaining effective working relationships, including evidence of cultural competency.
• Experience with modern technological tools including Microsoft Office.
PREFERRED
• A DOCTORAL DEGREE.
• EXPERIENCE IN MANAGING UNIVERSITY EXTENSION PROGRAMS.
• EXPERIENCE IN DEVELOPING ENTREPRENEURIAL PROGRAMS AND PARTNERING WITH THE CORPORATE SECTOR.
• EXPERIENCE IN PUBLISHING AND/OR CONTRIBUTING TO THE FIELD OF UNIVERSITY ENGAGEMENT THROUGH PROFESSIONAL ASSOCIATIONS, CONFERENCES, AND/OR PROFESSIONAL JOURNALS.
• PROFESSIONAL WORK EXPERIENCE IN TEACHING OR RESEARCH AT A COLLEGE/UNIVERSITY LEVEL.
• WORK EXPERIENCE IN THE FOR-PROFIT AND NOT-FOR-PROFIT SECTORS.
• A MINIMUM OF THREE YEARS OF PROFESSIONAL WORK EXPERIENCE IN A POST-SECONDARY ENVIRONMENT IN CONTINUING EDUCATION, COMMUNITY-BASED LEARNING, COMMUNITY BASED-RESEARCH, OUTREACH AND/OR OTHER CAMPUS/COMMUNITY ENGAGEMENT ACTIVITIES.
