About the Position:
The Grant Manager will work as part of the senior staff of Washington Campus Compact (WACC) and is responsible for overseeing WACC-sponsored college access and success initiatives and programs. The Grant Manager will oversee the Higher Education Coordinating Board; College Access Challenge Grant. The Grant Manager will develop, design, and oversee college access and success programs; develop program policies and procedures; and develop and implement strategies for campus grantees to design and implement campus-based mentoring programs. S/He is responsible for interpreting and developing programmatic systems to comply with funding agencies’ regulations. S/He will work with the Grant Manager for the Retention Project to provide training and technical support to higher education institutions in Washington to develop sustainable campus-based mentoring programs. S/He is expected to be an expert and advocate in the area of college access and success programming with strong emphasis on assessment. This is a grant funded position, contingent upon receiving funding, to be funded until August 13, 2011, with continued funding determined on an annual basis.

Position Responsibilities:
- Oversee the College Access Challenge Grant
- Develop and manage program operational systems including program policies and procedures
- Supervise staff (number will fluctuate depending on the needs of the different programs)
- Research college-based mentoring best practices
- Design strategies for campus partners to document and disseminate effective models/practices
- Design assessment instruments including activity logs, rubrics, surveys, and interview protocols
- Manage budgets and prepare fiscal reports including itemizing grant expenditures and documenting match
- Develop and implement assessment policies and procedures
- Analyze quantitative and qualitative data using methods appropriate to the specific field; examples include statistical analysis of quantitative data and coding analysis of qualitative data
- Prepare assessment data, progress reports, and related publications for key stakeholders
- Integrate College Bound Scholarship recipients with the WACC Retention Project
- Explore and propose strategies to increase alignment between current programming and funder priorities
- Work with a sample of campus partners to track mentee academic achievement data
- Develop and manage program operational systems including program policies and procedures
- Be accountable for reaching program goals
- Work as part of the senior management team to write and submit all program grant proposals, continuation proposals, and progress reports in accordance with funding agency guidelines
- Develop and implement program training modules for all college access and success programs
- Develop all program written resources; work with technical support staff to maintain/enhance program website
- Serve as an advocate and expert in the area of college access and success at the state, regional and national levels
- Work with other national service programs in the region and within the Campus Compact national network to strengthen the national service network
- Participate in trainings at the federal, regional, and state levels; this includes presenting college access and success program models and impacts at a minimum of one conference annually
- Conduct public outreach to further develop college access and success programming and build regional infrastructure; educate public audiences about the positive impact of programs
Required Qualifications:
- BA/BS degree
- Minimum three (3) years experience and demonstrated skills in program management in college access and success related fields
- Minimum of one year of experience in educational assessment or other related assessment field
- Demonstrated knowledge of assessment methodology
- Demonstrated experience designing educational materials and presenting trainings
- Demonstrated excellent written, oral, interpersonal communication skills
Condition of Employment:
- Travel and work some evenings and weekends
Preferred Qualifications:
- Demonstrated working knowledge of service-learning, mentoring and/or college access and success program
- Demonstrated ability to work independently and to think creatively and critically
- Demonstrated experience in higher education
- Demonstrated excellent organizational and analytical skills
- Demonstrated strong computer skills
- Demonstrated ability to work with diverse populations
- Master’s Degree, preferably in education with an emphasis in measurement and assessment
- Demonstrated knowledge of IRB requirements and protocol
