JOB SUMMARY:

The Program Coordinator for Higher Education will provide leadership for the agency’s work with the higher education sector and manage a portfolio of grants to state education agencies, colleges and universities, and nonprofit organizations.

ABOUT US:

The Corporation for National and Community Service was established as a Federal agency in 1993 to engage Americans of all ages and backgrounds in community-based service. Together, its Senior Corps, AmeriCorps, and Learn and Serve America programs promote the ethic of service and help solve critical community problems in every state, many Indian tribes, and most U. S. territories. As a result, hundreds of thousands of Americans are joining forces to address community needs in education, homeland security, housing, health care, environmental protection, and disaster relief.

Interchange Agreement:

The Corporation for National and Community Service (Corporation) has an approved (by the Office of Personnel Management) civil service interchange agreement. The Corporation is an excepted service agency. Under the terms of the Interchange Agreement, permanent Corporation employees may be considered for appointment to positions in the competitive service in the same manner that employees of the competitive service are considered for transfer to such positions.

Duties

Additional Duty Location Info:

In providing leadership for agency work in Higher Education, the Program Coordinator will:

  • Serve as the staff lead on setting priorities and developing strategies to accomplish the agency’s objectives related to higher education;
  • Identify ways to engage higher education stakeholders as grantees and as partners in advancing the education agenda of the agency;
  • Produce materials for internal and external stakeholders, focusing on areas where gaps currently exist;
  • Develop and deliver staff and grantee training related to issues in higher education and other relevant programmatic topics;
  • Represent the agency and make presentations at events and conferences as needed;
  • Conduct outreach to attract new partnerships and grant applicants, particularly community colleges;
  • Identify evidence based models and promote research related to civic engagement in higher education;
  • Assist in the development of grant priorities and guidance;
  • Support user/grantee networks and foster other informational and infrastructure development activities through communication with program partners, the general public and other stakeholders; and,
  • Collaborate with staff across all programs to develop strategies and program approaches to enhance fulfillment of goals and objectives, including the development of guidance for Higher Education grant competitions.

In managing a portfolio of grants, the Program Coordinator will:

  • Review, negotiate and manage grants;
  • Evaluate grantee programs and budgets to ensure compliance with Federal regulations and make funding recommendations;
  • Identify, broker, and provide program development, training, and technical assistance to grantees;
  • Collect, verify, compile, analyze and summarize program data, and monitor resource capabilities to ensure program quality and accountability for Federal funds; and,
  • Perform other duties as assigned.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Applicants must have one year of specialized experience comparable in scope and responsibility to the upper range of the NY-02 pay band (at, or equivalent to, the GS-09 level in the Federal Service). Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. This includes directly related work experience that includes collaborating with institutions of higher education, state education agencies and other nonprofit organizations or agencies to achieve a common goal; managing grant portfolios to include reviewing, negotiating and compliance monitoring; providing training and technical assistance to grantees; and developing strategic goals related to volunteerism in higher education and service learning.

Such experience should be clearly documented in the applicant’s resume.

Education

If you are qualifying based on education alone, you must have a Ph.D. degree, equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work.  You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards and that you have the required knowledge, skills, and abilities for this position. Failure to provide this material or evidence will result in your receiving no further consideration. You may also qualify based on a combination of education and experience.

Requirements
