Departmental Overview
The Office of the Vice Provost for Teaching, Learning, Academic Planning and Facilities (TLAPF) oversees a varied portfolio of academic support units. Reporting to the Assistant Vice Provost, the Project/Policy Analyst 3 provides primary analytical, communication, outreach and event support for the American Cultures (AC) Center and the Center for Teaching and Learning (CTL).

The AC Center facilitates the implementation of the AC course requirement, the only campus-wide graduation requirement for UC Berkeley students, through activities aimed at supporting faculty who wish to develop and teach AC courses. The Center’s purpose is to support and recognize pedagogical excellence in the AC curriculum and to sustain a vibrant community of AC instructors on the UC Berkeley campus. The Center works in partnership with the Academic Senate AC Subcommittee, which reviews and approves all AC courses. The Center also works with campus academic partners, including the Graduate Student Teaching and Resource Center, Cal Corps Public Service Center, the Student Learning Center and The Library, to facilitate course and program development.

The Center for Teaching and Learning fosters a culture of excellence in teaching and learning at Berkeley by promoting effective teaching and engaged learning. Its programs and activities serve Academic Senate faculty and non-Senate faculty, as well as academic departments, and directly impact the quality of undergraduate student learning. In partnership with the Academic Senate Committee on Teaching (COT), the Schools and Colleges, and other academic support units, the CTL oversees a variety of faculty grants and awards programs, including the high profile Distinguished Teaching Award ceremony. The office also supports a wide variety of faculty development and curricular improvement activities aimed at both academic programs and individual instructors.

The Project/Policy Analyst 3 is the primary support position for both units. The incumbent must have the ability to design and conduct analyses on multiple topics pertaining to both units; to read discipline-specific literature, and understand it well enough to summarize it for a professional audience; to write complex documents on a range of topics, and to be articulate in person and able to converse on the same range of topics.

Responsibilities
55%
Provides analyses for complex academic data systems and resource projects working directly with all levels of managers. Performs ad hoc analytical studies on a wide variety of policies, programs and issues which are complex in nature. Researches and analyzes processes, procedures, policies and organizational structures in order to develop and/or implement changes and to provide consultative services regarding general management to department administrators. Researches and drafts complex proposals, reports, briefings, executive summaries, speeches. Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and/or additional process/policy components. Coordinates efforts with a variety of external and internal contacts; researches organizational structures, policies and procedures and summarizes best practices in field.

Using expert knowledge of program content for both AC and CTL, devises methods for data analysis of program offerings for use in grant proposals and annual reports for individual program components.

Writes executive summaries, annual report summaries, and individual program analyses and summaries for both AC and CTL leadership, based on thorough and in-depth knowledge of the programs, and of the expected uses for such analyses and summaries.

Designs and carries out internal evaluations of CTL and AC programs; devises methods of evaluations, analyzes results, writes reports and summaries.

Develops proposals and recommendations to guide and support a broader strategic direction for the organization.

Utilizing knowledge of the campus academic community and persuasive interpersonal communication skills that are needed to develop a collaborative teamwork environment, devises new methods of collaboration between AC and CTL and multiple, diverse campus units that will increase the scope and effectiveness of the centers’ programs.

Develops directives, program regulations and program instructions.

Primary responsibility for writing campus-wide communications on CTL and AC programs. Develop electronic communications, including website development, producing communications using the web and other electronic media, which involves writing, editing, designing, and production. Monitors and responds to inquiries received via offices’ email accounts. This position also supports the development and monitoring of new media technologies, such as blogs, twitter feeds, and Facebook accounts for AC and CTL.

Event coordination: Leads logistical support for large, campus-wide events. Other duties as assigned (including professional development).

Required Qualifications
• Knowledge of common campus-specific and other computer application programs (e.g. Google (e.g. bCal), Microsoft Office Suite, In-Design, Drupal).
• Analytical/problem-solving skills.
• Strong communication and interpersonal skills to communicate effectively with all levels of staff both verbally and in writing.
• Strong skills in analyzing and synthesizing large amounts of data for preparing sound and relevant proposals.
• Ability to multi-task with demanding timeframes.
• Ability to use discretion and maintain all confidentiality.
• Ability to work with multiple team leads.
• Excellent service skills; must be comfortable representing CTL and AC to the public and to multiple campus constituencies.
• Bachelor’s degree in related area and/or equivalent experience/training.
Preferred Qualifications
• Familiarity with teaching and pedagogy in a University environment.
• Ability to independently design and conduct program content evaluations and other types of data analyses.
