The International Consortium for Higher Education, Civic Responsibility and Democracy

The International Consortium for Higher Education, Civic Responsibility and Democracy was established to bring together national institutions of higher education to promote education for democracy as a central mission of higher education around the world. The Consortium works in collaboration with the Council of Europe through its Committee on Higher Education and Research with 47 member countries and is comprised of the United States (represented by a Steering Committee from the American Council on Education, Association of American Colleges and Universities, American Association of State Colleges and Universities and Campus Compact), South Africa, Australia, and South Korea. Interest in membership has been received from Uruguay, Venezuela, Canada, Mexico, and Japan. The University of Pennsylvania houses the executive offices of the Consortium. Ira Harkavy, director of the Barbara and Edward Netter Center for Community Partnerships, is the U.S. chair.
