In cooperation with the newly created Neighborhood Development Program in Waco, Texas, Baylor University developed a course that provided an opportunity for students to work with new organizations to confront neighborhood problems and to design and implement solutions. Baylor’s Civic Education and Community Service Office offered “”Citizenship and Neighborhood Development,”" in which students discussed literature in order to ground their community service experiences in a comprehensive understanding of the mechanisms of local change.
